This study aims to investigate the determinants of the performance of higher education institutions in the Arab world, in addition to proposing possible solutions to these determinants. These determinants include the weak level of local, regional and international cooperation between universities, the limited actual spending on scientific research projects, and the reluctance of the private sector to invest in scientific research projects adopted by universities, weak individual performance appraisal systems, market competition among higher education institutions, and limited capacity building programs for academic cadres. The study employed literature review methodology, where these strategic performance determinants are analyzed and conceptualized. Based on the set of findings it reached, a number of recommendations are provided to improve the performance of higher education institutions and increase their competitiveness locally and internationally.
