The reality of Governance and its Contribution to the Management of Administrative Crises in the Universities of the West Bank from the Perspectives of deans of the faculties and heads of the departments

This study aims to recognize the degree of implementing of the principles of governance within universities in West Bank according to faculty deans and department heads, and to specify the relation between the degree of implementing those principles and the administrative crises management in actuality according to faculty deans and department heads. The mixed methods approach was used for research including its quantitative and qualitative styles. For the quantitative method, the researcher used the relational descriptive approach for its convenience to the nature and purpose of this study using questionnaires to collect sufficient and related data, whereas for the qualitative method, the researcher used structured interviews through delivering open questions. Therefore, the data collection tools were the questionnaire that included measuring the administrative governance and the administrative crisis management, and the personal structured interviews, and those tools were verified to insure accurate results by the appropriate methods. The study population consists of 177 faculty deans and department heads in the West Bank’s northern universities, the sample size reached 24 out of 33 faculty deans, and 51 out of 144 department heads, at a rate of 42% of the original study population that were chosen through stratified random sampling.

The data was analyzed using the software (SPSS), and the means for measurements were as follows: the iterations, percentages, averages, standard deviations, and test validation were measured using Pearson’s Correlation Coefficients, the stability testing was measured using Cronbach’s Alpha, the T-test was used for the two independent samples, the mono-contrast analysis test (one way ANOVA) was used to examine the significance of differences between several averages for independent samples to reveal the effect of the variables, the university and job title on the variables of the study, the LSD test was used for dimensional comparisons to measure the significance of the differences between the levels of the independent variables.

The study results showed that there is a wide implementation for the principles of governance in Palestinian universities, where governance is one of the newly emerging  administrative methods, and university administration is interested in adopting the latest administrative methods to confront administrative crises and address them first-hand, as the researcher indicated that crises facing university departments can be reduced in the absence of a financial policy that reconciles revenue and expenses, and that there is a set of strategies followed in universities to confront administrative crises, the most important of which is to follow the administrative, academic and educational reform progressively through a strategic plan defined in a time frame with realistic and applicable goals, and through following modern management methods based on participatory action.

In light of these results, it is recommended to increase the awareness of the university’s administration in order to practice governance as one of the most appropriate leadership styles for higher education institutions, and to promote a culture of transparency and accountability, show support and encouragement for collective action and deliver notice to working staff to follow these concepts to be more in-depth in the university’s culture, and that the Ministry of Higher Education seek to implement and support educational crises management in Palestinian universities.
