This study aims to analyze the phenomenon of constitutionalization in its legitimate form and its real content, to highlight the nature of the relevant political and constitutional system, and its future. Although the scope of constitutionalization is supposed to create a constitutional state that is highly compatible with freedom, based on legitimacy in its broad legal sense and legitimacy in its narrow political sense, we see the possibility of activating the idea of constitutionalization as a deviation and exploitation to formulate a new constitutional structure based on veiled dictatorship, thus making democratic life merely hollow, soulless organizational structures. The study adopts doctrinal and analytical approaches to establish the conceptual foundations of the constitutionalization of dictatorship, analyze its manifestations and constitutional mechanisms, and assess its impact on democratic life. The main result shows that The principle of the rule of law is worthless if its rules do not fundamentally agree with the free will of the community, which is supposed to be aligned with the orientations of the democratic system. This system, in turn, establishes a flexible framework for the making and formulation of public policies. If the popular will does not reflect this effective influence on the formulation and planning of public policies, then any talk of democracy will become a tactic of tampering with the nation's interests and moral capabilities.
