Dr. Issa has a broad knowledge in the fields of civil engineering and studies in general, and the road/infrastructure engineering at specific. He obtained his Ph.D., in Civil Engineering, University of Nantes and IFSTTAR, Nantes, France. He worked as infrastructure expert in the Strategic Development Investment Plans (SDIP). He worked as Team Leader for Local Technical Community in Area “C”. He was involved in as a Project Manager and cost Engineer for various projects such as: Consulting Services for the Preparation and Design of Tender Documents for Tulkarem Municipal Light Industrial Estate, Preparation of Detailed Design and Works Tender Dossier for the Rehabilitation of the Major Roads in Gaza Strip: Salah Al-Din Road and Al-Karama Road and Design and Supervision Services for the Reconstruction of Birzeit Internal Roads. He worked as a Quality Control Manager (QCM) for Infrastructure Needs Program (INP) Phase IV, the project is executed by International Relief and Development (IRD) and funded by USAID. He worked as an area engineer for PARCS project in the north area of West Bank, the project is executed by CHF International and funded by USAID. He was the Project Engineer and prepared the bidding documents and BOQs for many projects as well. He worked extensively on the EMSRPII project as the monitoring, analysis, evaluation, and quality assurance engineer. He worked on conducting projects for public and private agencies. He got M. Sc. with distinction. He also worked in a number of emergency road rehabilitation projects in the West Bank for PECDAR, and the Ministry of Public Works. He worked in many projects in the West Bank as a an area engineer with UNDP. He has extensive experience in the use and application of computer programs in the field of civil engineering such as GIS, Computer Aided Design and Drafting (Such as AutoCAD and MicroStation), ACCESS, Primavera, MS Project, SPSS, GEOPAK, and other software.
